In 2023, the cumulative export of "new three kinds" products was 1.06 trillion yuan, which exceeded the trillion yuan mark for the first time. China has become an important promoter in promoting the transformation of world energy development and coping with climate change. The development of new energy automobile industry is of great significance for reducing pollutant emissions in the transportation field, promoting high-quality peak carbon dioxide emissions, reducing dependence on oil imports, and supporting the construction of a global automobile power.    In 2023, the new energy vehicle market in China grew rapidly, with a sales volume of 9.495 million vehicles and a market share of 31.6%, up 37.9% year-on-year. Among them, new energy vehicles exported 1.203 million vehicles, up 77.6% year-on-year, and production and sales accounted for more than 60% of the global total. According to the forecast of China Automobile Industry Association, the sales volume of new energy vehicles will reach 11.5 million in 2024, which will continue to maintain a steady and positive development trend, showing an increase of more than 3%, which will be a crucial year for China's new energy vehicle industry to further enhance its global position. From the perspective of development momentum, China's new energy automobile industry maintains a leading position in technology and rules, which is an important kinetic energy for China's export, investment and consumption. Judging from the competition pattern, the new energy automobile industry is a highly competitive industry in the manufacturing industry. This year, it will enter a period of deep remodeling, and the concentration of the industry will continue to increase. Improving the competitiveness in an all-round way is the way for enterprises to develop. From the perspective of internationalization, the "trade+overseas production" model will still be maintained, and it will show a rapid growth trend, gradually changing from trade-oriented to overseas investment localization development, which is the basic law of internationalization.

It is necessary to clarify that retired lithium batteries are not solid waste and speed up the improvement of the transnational recycling policy for retired power batteries exported to new energy vehicles. The third is to speed up the construction of intelligent networked new energy vehicle talent team. Encourage leading enterprises to participate in the whole chain of talent cultivation, deeply participate in colleges and vocational education and teaching plans, and provide internship and on-the-job training channels. Broaden and extend the identification of electric and intelligent vocational skill levels, and improve the incentive mechanism for high-skilled talents. The fourth is to deepen the reform of the assessment system of state-owned automobile enterprises. Fuel vehicles and new energy vehicles are in different stages of development, and the technology of fuel vehicles is mature, so the profit is high, and new energy vehicles are still in the growth stage. First, it is necessary to reduce the purchase and use costs of new energy vehicles. Continue and optimize the policies and measures for the reduction and exemption of vehicle purchase tax for new energy vehicles; The electricity consumption of public charging and replacing facilities in residential areas shall be subject to the residential electricity price, and the peak-valley time-of-use electricity price shall be implemented, and the charging service fee shall be encouraged to be reduced in stages. The second is to moderately advance the layout of charging and replacing infrastructure. Accelerate the construction of fast (super) charging and power exchange infrastructure in intercity expressways, install charging infrastructure in public parking lots, and promote the transformation of comprehensive energy stations at refueling stations. Improve the construction level of charging infrastructure in rural areas and residential quarters according to local conditions, and increase the number of rechargeable cars. The third is to implement policies and measures to support new energy vehicles going to the countryside. Promote the accelerated upgrading of automobile consumption in small and medium-sized cities and rural areas, and promote the withdrawal and trade-in of old vehicles. Efforts will be made to improve the carrying capacity of rural power grids. By speeding up the construction of county and township charging infrastructure, we will increase investment in the transformation and upgrading of rural power grids, speed up the expansion and upgrading of distribution networks, and ensure the safe and stable charging of electric vehicles in rural areas.

   Enhance the international competitiveness of new energy vehicles. China intelligent networked new energy vehicles go to sea, which is of positive significance for improving the world environment. The first is experience sharing and standard interoperability. Share experiences with the whole world, especially countries in the south of the world, use China technology to promote affordable electric vehicles to the world, and promote the interoperability between China standards and international standards, so that domestic car companies, charging facilities and third-party operating companies can have unified standards, provide better charging and driving experiences for car owners, and help achieve the goal of controlling global warming in the Paris Agreement. The second is to improve the carbon emission data management system. The EU Regulation on Batteries and Waste Batteries requires that the carbon footprint of power batteries must be declared from February 18th, 2025. It is necessary to improve the carbon emission data management system of power batteries as soon as possible, including accounting standards, industrial chain data, verification and guarantee, etc., so as to provide relevant accounting functions for countries and enterprises and effectively guide the whole industrial chain to jointly reduce emissions.
